Vehicle Exchange Colorado (VXC) helps income-qualified Coloradans replace an older, higher-emitting car with an electric vehicle. On November 3, 2025, rebate amounts increase to $9,000 for new and $6,000 for used EV and PHEVs.
What’s Changing on Nov 3, 2025
Rebates at the point of sale increase:
- New EV (BEV or PHEV): $9,000 (up from $6,000)
- Used EV (BEV or PHEV): $6,000 (up from $4,000)
Rebates are applied at a participating Colorado dealer after your VXC approval code is verified.
State Tax Credits (2025)
• Base state EV credit: $3,500 in 2025
• Bonus: +$2,500 if MSRP < $35,000
(State credit slated to change to $750 on Jan 1, 2026.)

Who Qualifies for VXC?
Household Eligibility
- Colorado resident, age 18+, valid CO driver’s license
- Income at or below 80% of Area Median Income (AMI), or enrollment in qualifying assistance programs

Your Old Vehicle (to Exchange)
- Gasoline or diesel, operational
- At least 12 years old (≈ 2013 or earlier in 2025) or fails a Colorado emissions test
- Titled/registered in your name in CO, lien-free, non-salvage
- No additional trade-in value (the car is dismantled/junked)
Vehicles You Can Buy
- Battery EVs (BEV) and Plug-in Hybrids (PHEV) are eligible
- Hydrogen fuel-cell (FCEV) not currently eligible
- The rebate applies to a Purchase or Lease from a participating Colorado dealer
How VXC Works
1) Pre-Check Eligibility
Confirm income and old-vehicle requirements as detailed above; gather your ID, proof of address, and income docs.
2) Apply for VXC Approval
Apply via the state portal to receive an approval code used at the dealership. Approval typical takes 8-12 days from application.
3) Choose Your EV
Shop eligible BEV/PHEV models at a participating Colorado dealer. All Emich locations are certified participating dealers.
4) Apply Rebates at Checkout
Dealer verifies your VXC approval with the application code and subtracts the total rebate from the price at the time of purchase. State tax credits are claimed per CO rules. The rebate can also be received by check in the mail to the applicant if chosen.
